Elizabeth Newman serves as a Senior Attorney in the Airports and Environmental Law Division of the Office of the Chief Counsel, Federal Aviation Administration. Ms. Newman has specialized in airport law, gaining extensive experience in matters such as airport revenue use, rates and charges, airport privatization, and civil rights. She represents the FAA in administrative proceedings concerning the 14 C.F.R. Part 16 investigation, compliance, and enforcement program for federally-obligated airports. She supports rulemaking on airport and civil rights law matters.

Ms. Newman regularly provides advice and counsel to FAA offices on technically complex and highly visible projects. This recently included the COVID Relief Airport Grant Programs under the American Rescue Plan; the Coronavirus Response and Relief Supplemental Appropriation Act; and the Coronavirus Aid, Relief, and Economic Security Act.

Ms. Newman is a recognized legal expert on external civil rights issues, regularly providing advice and counsel to FAA senior management on a broad range of issues including the Disadvantaged Business Enterprise Concession and Contracting Programs, the Americans with Disabilities Act (ADA), the Rehabilitation Act of 1973, and Title VI of the Civil Rights Act of 1964. Ms. Newman has presented at numerous civil rights conferences in these areas.

Ms. Newman was a member of the team recognized by the Secretary for the privatization of Luis Munoz Marin International Airport; the first public-private partnership of a major US commercial airport.

Prior to joining the Federal Government, Ms. Newman served as an assistant county attorney in Western New York.
