Charlene J. Reynolds is the CEO of Creative Insurance Concepts, Inc. (CIC) which was founded in 1995 in Richmond, Virginia to provide insurance consulting and risk management services. Charlene has a diverse background with 11 years of insurance claims experience, and worked as a Risk Manager for a public school district. In 2004, CIC established its Surety Bond Division and began writing bid, performance and payment bonds in the Small Business Administration (SBA), Surety Bond Guarantee Program. Over the years CIC has expanded the bond division into over 20 states writing airport concessionaire bonds, as an alternative to a line of credit.
CIC is an ACDBE/DBE certified firm, and understands the bond challenges that some ACDBE’s face. She created an Owner Bond Assist Program (OBAP) to help contractors overcome bonding challenges, and was contracted as a bonding consultant by the Virginia Department of Transportation, Business Opportunity Workforce Development (BOWD) program. Charlene appeared before the 2011 Commonwealth of Virginia House Sub-committee hearing, to provide her input on reducing Virginia’s bonding limit requirements. She was later selected to serve on the Governor’s Bonding Advisory Committee by the Virginia Department of Transportation.
Charlene was invited by the SBA and attended The White House Community Leaders Briefing Series where she visited the White House, and the Eisenhower Executive Office Building; representing the interest of small businesses. She has also served as an advisor to the United States Department of Transportation (USDOT) stakeholder meeting for its Bond Education Program (BEP) in Hampton Roads.
She obtained her B.S. Degree in Business Administration and Management from Virginia Commonwealth University. Ms. Reynolds has completed Minority Business Enterprise Executive Education Programs at the University of Virginia, Darden School, Northwestern University, Kellogg School of Management, and the University of Richmond, Robins School of Business.
The firm is ACDBE/DBE certified in over 10 different states, and a recent became a joint venture partner of Creative NxGen Petroleum.
Charlene currently serves on the AMAC Board, as the Eastern Region Director; and Membership Committee member, where she has served as Membership Co-chairperson.
