Alexander Horton is the National Team Lead for the FAA Disadvantaged Business Enterprise (DBE) / Airport Concessions DBE (ACDBE) Compliance Program, reporting to the National External Operations and Policy Programs Director within the FAA Office of Civil Rights. As the Team Lead, Mr. Horton is responsible for guiding a team of dedicated specialists to oversee airport sponsor compliance with DBE and ACDBE program regulations nationwide.

Prior to his role as the National Team Lead, Mr. Horton served as the DBE/ACDBE Program Compliance Specialist for the FAA Eastern Region, comprising Delaware, Maryland, New Jersey, New York, Pennsylvania, Virginia, and West Virginia. Before joining the FAA, he was a Small Business Development Specialist at a large hub primary airport.

Mr. Horton holds a Bachelor of Arts in International Relations from Florida International University, a Master Compliance Administrator certificate from the ACCA/Morgan State University program, and a certificate in Diversity and Inclusion from Cornell University.
