Rachel Goodman is the Chief of the Division of Airport Innovation & Technology at the Maryland Aviation Administration (MAA). With over 20 years of experience in the information technology field, Rachel is a seasoned professional with expertise in research, enterprise computing, and telecommunications.

In her current role, Rachel leads the implementation of cutting-edge IT portfolio management practices within the MAA. She is responsible for overseeing management, procurement, budgeting, and strategic planning for various offices, including Communications Systems, Project Management, Infrastructure Services, Enterprise Services, and Information Security Services.

Prior to her position as Chief, Rachel served as a Technical Advisor to the CEO of MAA, where she provided guidance and collaboration in key areas such as performance management, customer experience, financial management, and contract management. Rachel’s entrepreneurial spirit led her to found Sphere International, LLC, where she successfully managed efforts across international markets and developed innovative strategies.

Rachel is a native of Maryland, where she was born and raised. She holds designations as a Project Management Professional and Certified ScrumMaster, reflecting her commitment to professional excellence. With her extensive background in IT leadership and her dedication to innovation, Rachel Goodman continues to drive forward the Division of Airport Innovation & Technology, ensuring that the Maryland Aviation Administration remains at the forefront of technological advancements in the aviation industry.
